On the viewer's left, behind Lincoln, is Grant. Grant is standing straight up with his body turned inwards towards the center of the overall figurine. With his right hand, Grant is pointing to something on the document in Lincoln's hands. Grant is bearded and wearing and outer coat that has a stripe with three stars on each shoulder, a waistcoat, shirt, tie, long pants, and square-toed shoes with a slight heel. To the viewer's right, standing behind Lincoln is Stanton. Stanton is standing upright with his body turned inwards towards the center of the overall figurine. The figurine rests on a mostly circular pedestal that has a straight rear edge. On the front of the pedestal is engraved, "The Council of War." To the PR of Lincoln's feet is an engraving that reads, "John Rogers New York." On the rear of the pedestal, behind Grant's feet is an engraving that reads, "Patented March 31, 1868."
