Minister to Great Britian
Following his uneventful term as Secretary of War, Robert was appointed as Minister to Great Britain, considered the top foreign appointment in the U.S. State Department, by President Benjamin Harrison in 1889. This appointment shocked many politicians and was described by one newspaper as “politically clumsy and valueless yet nationally and personally excellent.”
