Instructions for the Government of Armies of the United States in the Field

Francis Lieber (1800–1872), a political philosopher, opposed slavery and became Lincoln’s legal advisor. He authored the Lieber Code (also called General Orders No. 100), establishing standards of soldiers’ conduct in wartime. The Lieber Code remains a building block for laws of war for the United States and referred to by the Department of Defense.
