Document, 25 cm, handwritten in secretary's hand, annotated in the hand of Edwin M. Stanton, signed "Abraham Lincoln." The document calls for a draft of 300,000 men which is to commence as soon after July 1, 1864 as practicable. The draft was never issued.
Transcription:
Executive Mansion
Washington, D.C. May 17. 1864.
	To increase the active and reserved force of the
Army, Navy, & Marine Corps of the United
States, a call is hereby made & a draft
ordered for three hundred thousand men to serve for the period of __ unless sooner discharged.
	The proportional quotas for the different
wards, towns, townships, precincts, or election 
districts, or counties, will be made known
through the Provost Marshal General’s Bureau,
& account will be taken of the credits &
deficiencies on former quotas.
	The 1st day of July 1864 is designated
as the time up to which the numbers required
from each ward of a city, town, &c, may be 
raised by voluntary enlistment, & drafts
will be made in each ward of city, town, &c,
which shall not have filled the quota assigned
to it within the time designated, for the
number required to fill said quotas.  The 
drafts will be commenced as soon after the
1st of July as practicable.
