Handwritten letter, 25 cm, headed 'Springfield, Illinois, August 10th 1861', and signed by Richard Yates, Governor; William Butler, State Treasurer; O.M. Hatch, Secretary of State; Thomas L. Mather, Adjutant General; John Coon, Quartermaster General; and John Williams, Commissary General. The letter requests 'that Captain Thos. G. Pitcher of the 8th Infantry U.S.A. be appointed a Brigadier General of Illinois Volunteers.' Letter was written in a separate hand with space for each of the signatures after the position. There is a space for 'Auditor of Public Accounts' but it has not been signed. Letter signed (LS).
