March 7. 1865 To His Excellency President Lincoln Sir: I respectfully apply for the position of Register of Deeds of the District of Columbia, under the Act of Feby 17. 1863 I make this application with the united consent and desire of the whole Philadelphia delegation: of the Hon Thaddeus Stevens; of the Secretary of the Interior; of Mr Holloway the Commissioner of Patents and others. I refer to these gentlemen for my character and capacity— more especially to the Philadelphia delegation, who are fellow members of the bar, and have known me from childhood.
